West Berkshire Council is looking for an innovative change facilitator, with excellent knowledge of the benefits that the culture, practices, and processes of the internet and digital technology can help deliver, to work as part of a team reviewing and redesigning our services.

● Role responsibilities
Our New Ways of Working Programme seeks to transform how our organisation works by reviewing the hundreds of services and functions we deliver. With a strong digital element, we’re looking to build on our existing digital transformation work and continue to create better, cheaper services.

As part of the council’s Digital Services team, you’ll work directly with a diverse range of service delivery teams which deliver a huge spectrum of services ranging from providing care and education for children and adults, to fixing the roads and emptying the bins.

You’ll analyse and quantify current ways of working, and produce suggestions for improving a service, ranging from minor adjustments to a redesigned delivery model. The output of your work may take the form of presentations, contribution to business cases, or verbal discussion.

● Person specification
The ideal candidate will have enthusiasm for facilitating change in public service, strong information gathering and analytical skills. Whilst experience of working in local government and engaging with networks such as LocalGov Digital would be helpful, it’s not essential.

You’ll need a good understanding of the benefits individual digital capabilities such as online payment or booking can provide, and how they can be incorporated into service delivery.

You’ll have a excellent knowledge of the range of methods needed to engage with both service teams and senior managers, and be able to present your findings well both verbally and in written form including using Business Process Model and Notation.

● Location
You’ll be based in our Market Street offices in Newbury, but can work flexibly through the use of a remote desktop, video chat, and collaborative, web based software.
